Abstract

This paper is the third installment in a series examining the phenomenon of brain drain, with a particular focus on strategies for reducing the emigration of highly skilled professionals and talented individuals.

The first paper reviewed the historical evolution of brain drain in Iran and classified it into three distinct periods: the pre-revolution era (monarchy), the revolutionary and crisis period, and the period of stabilization and relative social stability. Migration statistics for each period were analyzed to identify long-term trends.

The second paper examined the underlying causes of brain drain from the perspectives of specialists in sociology, economics, political science, culture, and law. Based on this analysis, the primary motivations for migration were categorized into five groups: political and security factors, cultural factors, professional and scientific motivations, economic factors, and social factors.

Building upon these findings, the present paper proposes a comprehensive set of policy recommendations and practical strategies aimed at reducing, modifying, or eliminating the motivations that contribute to brain drain. The authors emphasize that addressing this complex issue requires coordinated efforts involving government institutions, universities, research organizations, industry, and society. The proposed solutions focus on improving professional opportunities, strengthening research and innovation ecosystems, enhancing social and economic conditions, and creating an environment in which talented individuals are encouraged to pursue their careers and contribute to national development.
