Abstract
This paper is the second installment in a series examining the phenomenon of brain drain, with a particular focus on its underlying causes and motivations.
The first paper in the series reviewed the historical development of brain drain in Iran, classifying the phenomenon into three distinct periods: the pre-revolution (monarchy) era, the revolution and crisis period, and the period of stabilization and relative social stability. Migration statistics for each period were analyzed to identify historical trends.
The present study investigates the factors influencing the migration of highly skilled professionals and talented individuals by reviewing the perspectives of experts from a range of disciplines, including sociology, economics, political science, cultural studies, and law. Recognizing that explanations vary according to disciplinary viewpoints, the authors conducted a survey of Iranian academics and intellectuals, with the participation of university faculty members and graduate students, to identify the principal motivations behind migration.
The survey findings were analyzed alongside international migration statistics and comparative studies. Based on this analysis, the research categorizes the major drivers of brain drain into a comprehensive framework that can support policymakers in developing strategies to transform brain drain into brain circulation. The study provides valuable insights for governments, universities, and research institutions seeking to retain talent, strengthen national innovation capacity, and promote sustainable scientific and technological development.
